That's Moe dressed as Richie Rich, of course, leading us to surmise that perhaps they copied a Richie Rich cover. Found plenty of cover images of Richie Rich swimming in, standing on, shoveling, hauling, thatching roofs with and otherwise using money in creative ways but after checking hundreds of covers in two dozen series no simple wheelbarrels of money.
