Does anyone really know time it is? Not if you ask anyone in Springfield. Homer takes his beef with daylight saving time to Mayor Quimby. The mayor promptly rescinds the order but accidentally creates a loophole that allows everyone in town to set their own random time schedule. Be it Eastern, Central or Pacific Standard Time, chaos ensues.

Ned proves that he is never at a loss for a word of encouragement or a word to the wise, but while his sunny disposition and optimistic worldview do wonders for some of the members of the Simpson family, others (OK...we mean Homer) find his clever clichés more than a little passé.
